    Hello. Yes, this happens more often than you’d think. Background checks for citizenship programs screen against Interpol databases, and if there’s a warrant or a notice, even an old one, it flags immediately. I had a similar issue when applying for a residence permit in another country. The warrant was from an old business dispute that I thought was resolved years ago. Turns out the Red Notice had been issued without my knowledge, based on one-sided information from the complainant.
